This digest provides some guidelines for developing partnerships between schools and outside service agencies and suggests some roles that teachers can play in the process. The successful provision of service depends not only on administrators, but also on people in direct contact with students, including classroom teachers. School administrators bear the responsibility for finding appropriate service providers who are willing to become partners. Once the initial contact has been made, administrators must find out what they can about the operations of service providers and elicit their active input to program planning. Defining needs and goals is essential to establishing the collaboration, and maintaining that collaboration is largely a result of the careful initial definition of goals and responsibilities.
