Student Charges at Public Institutions. Annual Survey 1990-91.

The 1991 report on student charges at public colleges and universities describes the costs of attending about 90 percent of the national, publicly assisted, four-year institutions. The report uses data compiled by the American Association of State Colleges and Universities (AASCU) and the National Association of State Universities and Land-Grand Colleges (NASULGC). The report covers trends in student charges for both member and non-affiliated institutions. It also covers issues including 2-year comparisons of average undergraduate charges; average room and board costs; and average charges for graduate students and students in first professional schools of law, medicine, dentistry, and veterinary medicine. A key finding is that the overall rate of increase in student charges appears to be moderating at public colleges and universities. Faculty salary increases, decreasing appropriations, and repair cost were cited as the forces behind most tuition and fees increases. The average rates of increase for resident and non-resident undergraduate tuition in 1990 were comparable, 7.2 and 7.5 percent respectively. In comparison in 1989 resident undergraduate charges increased 7.7 percent and nonresident charges increased a full 10.4 percent.
