These highlights and recommendations from the 1992 National Training Institute and Spring Issues Conference are the result of a consensus building activity that took place on the final afternoon of the conference. Conference participants used an Instantaneous Response Interactive System to enter their responses to questions. Responses were instantly tallied and projected on a large screen in the room. This report contains printed information that participants saw on the screen and related bar graphs. Demographic information shows that the majority of participants were American Indian school board members from small Bureau of Indian Affairs (BIA) schools. Evaluation data shows strong support for the format and quality of the conference. A survey concerning the central office of BIA Office of Indian Education Programs reveals a perceived lack of a clear mission and poor communication and responsiveness to constituents. Items for action on the local agenda supported by participants include: (1) establishing action teams and committees of parents, community, tribal council, and staff to address issues and policy; (2) implementing a culturally relevant curriculum that promotes self-esteem; (3) improving transportation; (4) improving communication and involvement among all school stakeholders; and (5) measuring student outcomes. Items for action at the national level are similar in nature but also address certification of Indian teachers, telecommunications systems, and funding.
