Evaluation of the Third Year of Implementation of the Wisconsin Workplace Partnership Training Program. March 1, 1991 through August 31, 1992.

The Wisconsin Workplace Partnership Training (WPT) program, which provides job-specific basic skills education to employees at their worksites, is a cooperative effort between the state's board of education, labor unions, and manufacturers association. At the time of the evaluation of the its third year, the program was operating at 23 sites throughout Wisconsin. During the evaluation, 102 participants were interviewed at 10 randomly selected sites, and 160 local partners from those and other sites completed mail surveys. The participants strongly agreed that the program had improved their basic academic skills, job skills, self-image, work quality, and problem-solving skills; however, they strongly disagreed as to whether the program resulted in increased promotability. The local partners solidly agreed that participants' basic academic skills improved after participation in the program, but they expressed only weak agreement with the statements that the program enhanced participants' job and problem-solving skills. The most important program goals identified by partners were enhanced self-image and math and reading skills. Six policy recommendations were formulated based on the survey responses.
