This publication presents the New Jersey State plan for the education of children of homeless families under the guidelines of the Stewart B. McKinney Homeless Assistance Act of 1987. An introduction reviews current demographics of the homeless population, particularly children and youth, and highlights planned state responses. A second section covers methods and criteria for needs assessment through a study of the number, location, and educational needs of homeless children and youth. A third section presents 12 objectives in the state's plan for responding to homeless children's educational barriers. The next section outlines the state's plan of operation, including management, service delivery methods, and evaluation. A final section lists the findings of public testimony on the plan. Included are extensive appendices containing the text of the McKinney Act, a revision of state residency requirements, statewide regulations for provisions of the education of homeless children and youth, county liaisons, a Department of Human Services/Department of Education agreement, a parents pamphlet, information on a New Jersey advisory council, the survey instrument used, and a commissioner's memorandum to chief school administrators.
