Senate Select Committee on Higher Education To Study Tuition Policy at Michigan Colleges and Universities: Final Report.

This report contains the final recommendations of the Michigan Senate Select Committee on Higher Education on tuition policy at Michigan public colleges and universities. The report presents its findings and recommendations in three large parts. The first section contains the final recommendations of the Committee including goals of affordability and excellence, decision-making processes, a mission challenge and an appropriations challenge. The second section contains a report to the Committee on "Tuition Revenue and General Fund Expenditures at Michigan's Public Universities: Fiscal Year 77 to Fiscal Year 89" (Henry Prince). That report covers enrollment trends, revenue trends, expenditure trends, employee trends, programmatic modeling and extensive tables, figures, and references. Section III contains other documents, statements and reports presented to the Committee including: (1) a statement by David Adamany (president of Wayne State University); (2) a report consisting of figures and graphs by Carol Frances a consultant on national trends; (3) a comparative analysis of the financing of Michigan higher education by Kent Halstead (president of Research Associates of Washington, D.C.); (4) a report by Diane Smolen on community college and public university tuition trends; and (5) discussion by Marna Whittington and Robert Zemsky on the need for universities to change their processes.
