This book develops the notion that the only realistic solution to public schooling's current difficulties is to increase parental and student choice, deregulate schooling, and ultimately bring about the privatization of schools. The monograph demonstrates that public school systems fail because they ignore certain laws of human behavior, and concludes that the current reform movement will fail for the same reasons. Solutions are proposed that focus on educational choice and privatization of public schools. The book's chapters are arranged in three parts. The first part contains an introductory chapter and two chapters on current interest in educational choice and reasons for seeking a change. The second part contains six chapters that discuss one of the following limits or constrains on education: (1) limited means; (2) individual differences; (3) individual decision making; (4) agreeing on what students should learn; (5) cost effectiveness; and (6) government monopolization of education. The third part contains four chapters on implementing choice in the educational system in the following areas: (1) ideas for putting choice into public schools; (2) privatization of public schools; (3) common criticisms of privatization and choice; and (4) a concluding section.
