"Expert" Verification of Classroom-Based Indicators of Teaching and Learning Effectiveness for Professional Renewable Certification.

The results are provided of a statewide content verification survey of "expert" educators designed to verify indicators in the 1989-90 System for Teaching and Learning Assessment and Review (STAR) as reasonable expectations for beginning and/or experienced teachers (BETs) in Louisiana and as providing professional endorsement at the fundamental decision making level for renewable professional certification. The STAR contains 140 teacher effectiveness and student learning indicators, which are classified into four performance dimensions that are operationalized by 23 teaching and learning components (TLCs). In March of 1990, approximately 400 teachers (60% of the sample), school administrators (30% of the sample), and instructional supervisors and college faculty (10% of the sample) who had expert understanding of STAR assessment indicators, were mailed a survey designed to explore five key areas of concern with each indicator and to collect demographic information. A total of 336 usable surveys were returned (a return rate of 84%). Descriptive statistical summaries were computed for demographic variables and for each item for the total sample, administrator and teacher groups, and elementary and secondary school teacher groups. The percentages of each category requesting the extent to which BETs were prepared to successfully demonstrate the various TLCs and whether the components should be required for initial and renewable certification were computed. The results show strong teacher endorsement/affirmation of STAR content and strongly support most of the indicators as reasonable performance expectations for BETs and as important to student learning enhancement. Three appendixes are included. Appendix A provides extensive statistics from the demographic portion of the survey. Appendix B outlines the organizational structure of the 1989 STAR.
