A Continued Look at the Promise of Schoolwide Projects.

The continued implementation of Chapter 1 Schoolwide Projects (SWPs) within the Philadelphia (Pennsylvania) School District during the 1989-90 school year is evaluated. A 5-year achievement summary is also presented. Data on attendance, report card grades, and normal curve equivalent (NCE) gains for 37 schools from the first SWP cohort are reviewed; and an initial examination is made of the 24 second cohort schools, which began implementation in the 1989-90 school year. Mathematics and reading achievement were the focus of the evaluation. Specifically, students' progress was monitored using multiple indicators: state-required measures of desired outcomes, participation in Chapter 1 Program Improvement, project level NCE change scores and percent of success, report card marks, 5-year achievement summary, and average daily attendance (ADA). Results indicate that: (1) SWP sites continue to outperform non-SWP Chapter 1 sites; (2) SWP students showed improvement in report card grades across the major curriculum areas as well as improvement in students' ADA; and (3) the Other School Comparison technique, developed by A. Davis and M. R. Quilling (1990), should be considered when analyzing data required to document continuation under the accountability requirements for SWPs, particularly with reference to mathematics. Twelve tables present study data, showing SWP reading and mathematics attainment for participating schools. (TJH)
