Issues considered include ensuring that minority children with disabilities are fully and effectively served, programs for transition from secondary school to postsecondary education or employment and independent living, corporal punishment, assistive technology, ombudsman services, parent training centers, state-wide system change projects involving state education agencies and state vocational rehabilitation agencies, a computer-based information management system to coordinate national data about special education services, strengthening of the infrastructure of the discretionary programs, and coordinating legislative provisions of this bill with other programs.
