The first section of this guide about literacy programs in Texas features background information about literacy, including a definition of literacy; literacy statistics; a fact sheet about literacy in the United States; developmental stages of literacy; Kohl's four stages of literacy; characteristics of successful programs; barriers to and methods to enhance interagency cooperation; the library's role in literacy education; and an edition of "Special Topics," a newsletter that compiles selected citations from the current literacy literature. The second section focuses on resources--e.g., tutor training, Laubach literacy action in Texas, and funding resources. In addition to discussing literacy student recruitment, the third section addresses some differences between adults and children as learners and publicity for literacy programs. Volunteers and volunteer training are discussed in the fourth section, and creating a literacy council is described in the fifth. National literacy methodologies are explained in the sixth section. The final section covers material selection policies, presents bibliographies and lists oriented toward helping librarians plan literacy programs, and provides additional information of interest to tutors and volunteers.
