This is the third of five volumes of essays in the form of recommendations for the improvement of programs, services, and activities offered through vocational-technical education in North Carolina. The volume explains the rationale for and comments on 26 recommendations prepared by the State Advisory Council on Vocational Education for fiscal year July 1987-June 1988. Topics covered by the 26 resolutions are the following: (1) teaching requirements for administrators; (2) approval of a study of the Carl D. Perkins Vocational Education Act and Job Training Partnership Act programs; (3) changing the distribution of financial assistance under the Perkins Act; (4) need for a State Board of Education review of the report "The Clash of Ideas is the Sound of Freedom"; (5) school attendance policies; (6) testing for vocational education teachers; (7) student financial aid; (8) peer advisors on vocational education; (9) implementing council recommendations; (10) governance of vocational education; (11) teacher qualifications; (12) expenditures for vocational education equipment; (13) increasing community college enrollment; (14) financial aid for prospective teachers; (15) need for pamphlets publicizing vocational education; (16) qualifications of community college faculty; (17) community college advisory boards; (18) need for a unified system of educational administration; (19) training for the unemployed; (20) approval of a mission statement; (21) support for the efforts of the Association of Community College Trustees; (22) development of a brochure for community colleges; (23) financing vocational education; (24) funding community colleges; (25) unspent funds; and (26) distribution of college vocational education funding.
