This is the second of five volumes of essays in the form of recommendations for the improvement of programs, services, and activities offered through vocational-technical education in North Carolina. The volume explains the rationale for, and comments on, 18 recommendations prepared by the State Advisory Council on Vocational Education for fiscal year July 1986-June 1987. Topics covered by the 18 resolutions are the following: (1) the status of student financial aid in North Carolina; (2) offering vocational education activities at any grade level; (3) amending the Community College Act (1963) to designate all postsecondary education institutions as community colleges; (4) vocational education's role in dropout prevention; (5) providing high quality vocational education; (6) student counseling needs; (7) the Vocational Education Study; (8) improving coordination between educational delivery systems; (9) salary ranges of community college presidents; (10) upgrading the competencies of vocational education teachers; (11) industry-education councils; (12) legislative policy for school guidance; (13) qualifications for automobile mechanics teachers; (14) appointing people with business/industry experience to vocational advisory councils; (15) education for noncertified personnel; (16) evaluation of the dual enrollment policy; (17) limiting educational administration costs; and (18) appointing a vocational education student to the state board of education.
