Washington's Can Do Kids.

Conceived as a state-supported community-sponsored program for families, strengthened by business and service organization support, and designed to work with local educational, child care, and social service agencies, Washington State's Early Childhood Education and Assistance Program (ECEAP, pronounced e-cap) provides a "whole child" preventative intervention program to low-income 4-year-olds who, without help, are at risk of failing at school. Participating parents are visited by local social workers who direct them to resources and training. ECEAP components include: (1) developmentally appropriate cognitive and social education with an emphasis on language development and readiness for formal schooling; (2) parental involvement in the classroom and in parenting skills training; (3) a broad range of medical, dental, mental health, and nutritional services including health screenings and meal provision; and (4) social services, including parental support groups and assistance in making use of community resources. ECEAP is presented in this report in sections describing the program, providing background information, describing a wide range of accomplishments, detailing methods and means, and projecting a vision of the future. Appendices provide lists of local ECEAP contractors during 1987-1989 and ECEAP advisory committee members in 1989. (RH)
