The Practitioner's View. New Challenges in Serving High-Risk Youth.

Providing disadvantaged youth with the training to continue their education or to obtain meaningful, long-term employment has been hampered by lack of funding, inability to meet the multiple needs of at-risk youth, and the difficulty of recruiting at-risk youth to participate in programs. This report describes and recommends nine employment training programs that deal effectively with the key problems confronting youth eligible under the Job Training Partnership Act of 1982 (JTPA). Information was gathered from site visits. The following preemployment programs all provide basic skills, youth development activities, work experience, and work competencies: (1) Program Transformation (Manhattan Valley Youth Program, New York, New York); (2) the Youth Division of the Metrocenter YMCA (Seattle, Washington); (3) the San Francisco Conservation Corps; (4) the East Bay Conservation Corps (Oakland, California); and (5) the Impact Services Job Preparation Project (Philadelphia, Pennsylvania). Occupational skills programs that meet the needs of both youth and adults are also described. Their names and the services they provide are as follows: (1) SER Jobs for Progress (Miami, Florida) provides clerical, nurses aide, and on the job training programs; (2) the Training and Development Corporation (Bangor, Maine) provides a comprehensive skills program that prepares participants for vocational skills training and places them in jobs; (3) the Chicago Commons Association's Industrial and Business Training Program provides technical skills training in specific industrial vocations; and (4) the Center for Employment Training (San Jose, California) provides integrated basic and technical skills training for specific jobs. Statistical data are included on three figures. Program profiles and a list of 29 resources for youth employment programs are appended. (FMW)
