A Survey of Student Assessment and Developmental Education in Michigan's Public Community Colleges. Executive Summary. Second State Survey.

In 1989, a study was conducted of the status of student assessment and developmental education in Michigan's 29 public community colleges and three public four-year colleges which serve in a community college capacity. The study sought to to determine: (1) the number of community college students in need of and actually enrolled in developmental services in reading, writing, math computation, algebra, and other areas; (2) policies on developmental education and course credit; (3) the types of students who are assessed, the tests used, policies related to mandatory testing and placement, and cut-off scores for placement in remedial courses; (4) the developmental populations colleges are prepared to accommodate; (5) courses in the developmental curriculum and skill areas addressed; (6) types of support services provided; (7) class times and locations; (8) the job titles, experience, and turnover rates of developmental faculty; (9) the existence of professional development programs to prepare staff to work with underprepared students; (10) information on cooperative programs with elementary and secondary schools, community organizations, and business and industry; (11) the scope of evaluation efforts; and (12) strengths and weaknesses in developmental efforts. The study found that in fall 1988, 13,357 students had test scores indicating that they needed developmental work in reading, 11,723 in writing, 10,801 in math computation, and 7,638 in algebra. Actual enrollments in these courses were 7,469 in reading, 11,500 in writing, 8,946 in math computation, and 5,925 in algebra. Based on study findings, a series of recommendations were developed for implementation by the board of education, the governor, and the state legislature. The survey instrument is attached. (JMC)
