People with Disabilities in Our Nation's Job Training Partnership Act Programs. Program Year 1987.
National Association of Private Industry Councils, Washington, DC.; President's Committee on Employment of the Handicapped, Washington, DC.
This report presents data revealing the participation rates of people with disabilities in Job Training Partnership Act (JTPA) programs for the program year July 1, 1987 to June 30, 1988. Four charts are included in the paper. The charts display state-by-state participation rates for: both adults and youth with disabilities in the JTPA's Title II-A programs; youth with disabilities in Title II-B programs, which are the summer programs for youth; and persons with disabilities in Title III, which are the dislocated worker programs and are generally designed to serve an adult worker population. The fourth chart reports participation rates in Title II-A programs for each of the over 600 Service Delivery Areas (SDAs). All persons listed in all charts are program terminees, meaning that they are program participants who have separated because they have entered unsubsidized employment, completed youth employability enhancements, or terminated for other reasons. Analysis of the data shows that tremendous variation exists in participation rates from state to state and from SDA to SDA and that the number of persons with disabilities benefiting from JTPA programs grows larger every year. An appendix lists representatives of Governors' Committees on Employment of People with Disabilities and state vocational rehabilitation agencies. (JDD)
