This document contains the analysis of public responses to two focus papers published in the Federal Register (October 14, 1988 and January 25, 1989) regarding the U.S. Department of Labor's Apprenticeship 2000 initiative, the purpose of which is to determine the future role of apprenticeship in meeting needs for a skilled work force. The document's introduction states the key questions regarding the future of apprenticeship in the United States posed in the focus papers. It also describes the respondents who commented on the focus papers. Part 1 of the document reports the responses to the two key questions posed in the first focus paper. (One question sought opinion about whether the apprenticeship concept should be expanded and about three alternative approaches for recognizing skill achievement for the completion of an apprenticeship program. Among the issues discussed in part 2 are support activities that might overcome barriers to training, the degree to which strengthened or additional linkages are needed to improve or expand apprenticeship programs, and ways the federal/state apprenticeship systems might be strengthened.
