This guide describes a project (Teamwork Approach to Better Schools) developed to promote the establishment of a formal teacher support network in a variety of schools within a local support district. The model is a guide to newcomers to the project, helping eliminate startup problems and providing a sound base of experiences. The program began with the formative experiences of the five pilot teams in the project during 1985-86 and with a focus on teamwork. At the onset, pilot teams suffered from a lack of focus. As teams undertook the task of becoming a cohesive work group, they faced issues of leadership, decision-making, and general operating rules. As teams passed from the stages of forming and storming, task behavior became common and teams began to determine the overall focus. Finally, the teams' progress is measured and becomes an ongoing process. Among the conclusions are that the project helped to achieve better communication skills and a higher quality of education.
