Educational Reform: Promises and Pitfalls. Proceedings of a Conference on Urban Education (Chicago, Illinois, April 8-9, 1988).

This report is an overview of a conference on the reform of urban schools, focusing on the Chicago (Illinois) public schools. Panel discussions included the following: (1) "Parents' Role/Parental Involvement"; (2) "School-Based Management"; (3) "The Principal's Roles and Responsibilities"; (4) "Teacher Professionalism: Roles and Responsibilities"; (5) "Curriculum and Instruction for Inner-City Students"; (6) "Community Control Decentralization Models"; (7) "Budgeting and Finance Reform"; and (8) "Central Administration Roles and Responsibilities." Major points of agreement include the following: (1) academic achievement can be indirectly influenced by school organization; (2) central administration has a leadership responsibility for research and design of school organization reform; (3) redesign of school governance and accountability reforms alone are not successful; (4) the Chicago Public Schools are underfinanced when compared to other school districts nationwide.
