Needs Assessment for the Commonwealth of Pennsylvania Comprehensive Plan for Vocational Education. Final Report. [Volume I.]

This document reports on a needs assessment conducted to determine demographic, occupational, and educational data in Pennsylvania, results of which were to be used to update the state's comprehensive vocational education plan. Answers to three major questions were sought for Pennsylvania and its 67 counties. The questions and their subtopics were as follows: (1) what are the human capital indicators (characteristics of the population, the labor force, employed and unemployed persons, and special needs populations)? (2) what are the occupational characteristics (current occupations, worker mobility patterns, emerging occupations, labor supply and demand)? and (3) what are the characteristics of publicly supported vocational education (enrollments, completers, programs, services, facilities, intergovernmental cooperation, and regionalization)? Information was gathered through a review of related national and Pennsylvania studies and through data collected by state agencies. This document contains the literature review and results of the research, reported for the commonwealth of Pennsylvania as a whole. Appendixes to the study include an annotated bibliography of 25 pages, definitions, and lists of postsecondary vocational education programs. (KC)
