Chapter 1 Measures Up.

The State of Ohio has been offering successful supplementary programs in the basic skills under the Education Consolidation Improvement Act Chapter 1 for over 20 years. Almost all Ohio school districts provide Chapter 1 services. An average of 140,000 children have been served over the past five years. Most are from migrant and other low income families, but special programs also serve handicapped, neglected, and delinquent children in state operated facilities. Eighty-three percent of all expenditures are directed toward reading programs; 10 percent toward mathematics. Students usually qualify on the basis of low achievement test scores. Some of the most profound program benefits result from the involvement of parents and other community members in classroom activities as well as in educational planning and funding. Numerous case studies of former students, teachers, and parents illustrate the variety of program content and affirm the program's success. Photographs of students and teachers illustrate the text.
