Foreign Language Instruction in Florida: An Assessment of Its Future. A Report from the Profession.

A survey of the status of foreign language instruction in Florida was designed to examine educational needs to support implementation of a state statute requiring two years of language instruction for admission to Florida's nine public universities. Specific project objectives included: (1) recommending the establishment of foreign language proficiency standards for each educational level in order to assess course equivalencies in high schools, community colleges, and universities, to evaluate placement tests for moving students through instruction, and to judge the applicability of instructional technologies; (2) developing policy recommendations for the State Board of Education, Board of Regents, and State Board of Community Colleges; and (3) designing a resource requirement model for foreign language instruction that identifies and generates the basis for allocation of additional staff and instructional equipment and for program development. The report contains: a description of the status of foreign language education in Florida, including information on enrollments, staffing, student-teacher ratios, instructional technology, testing, teaching methods, and faculty development at all levels; reports and recommendations concerning articulation, assessment, staff development, use of instructional technology, classical and less-commonly-taught languages, special category students, and the resource requirement model; and an implementation plan for instructional improvement at all levels.
