State Network for Indicators of Science and Mathematics Education.

This paper outlines the goals, design, implementation and results of a project of the State Education Assessment Center of the Council of Chief State School Officers to develop state indicators of the condition of science and mathematics education in elementary and secondary schools. The goals of the project include: (1) improving the quality and usefulness of data on science and mathematics education to assist state policy-makers and program managers in making more informed decisions; and (2) developing a system of indicators that provides the capacity for state-to-state comparisons of science and mathematics education as well as a national database to assess the condition of education in these subjects. This project calls for a network of state education specialists. The five major steps in the design and implementation of the project are discussed. Also included are the results of the indicator inventory focusing on student outcomes, instructional time/enrollment, curriculum content, school conditions, teachers and resources. Tables include student testing by state, states with data on enrollment in secondary science and mathematics courses, state curriculum frameworks, state data available on teachers' preparation in teaching subject, estimates of teacher supply/demand and type of state data available.
