This study examines the issues of teaching out-of-field and the issuance of emergency certificates in Mississippi school districts as well as student-teacher ratios in schools and the problem of a shortage of minority teachers. The implications inherent in these issues are discussed along with recommendations for solutions to the problems. Data collected from a survey of the schools are presented in tables and charts.
