Equal employment opportunity (EEO) and affirmative action policies have been the subject of much debate in recent years. Much of the disagreement is based on incomplete or distorted views about what affirmative action is and how it affects minorities and nonminorities. The Study Group on Affirmative Action was created to investigate current EEO and affirmative action policies and practices and to analyze alternative remedies which have been proposed. The major recommendations of this group are the following; (1) The House Committee on Education and Labor should document the trends and changes in the employment of minorities and women since 1980; (2) Congress should reaffirm the national commitment to achieve full employment and should urge the President to support policies designed to lower the unemployment rate; (3) more federal attention should be given to the wages and salary level of minority and female employees in order to sensitize employers to the importance of upgrading wages and positions; (4) more attention should be focused on the employment policies of small and medium-sized firms; (5) employers should broaden the scope affirmative action to include improving the quality of education in schools to ensure a steady flow of productive employees; and (6) vigorous enforcement of affirmative action policies should continue.
