The purpose of the Northeast Iowa Technical Institute (NITI) Needs Assessment Study was to examine the constituents and clients of NITI to determine whether the present mix of vocational-technical and adult education programs and services was optimal to meet the needs of the residents of Merged Area I. Particular attention was given to the question of whether NITI would best serve its constituents as a technical institute or community college. Surveys were conducted of: (1) high school students (N=3,285), requesting information on educational plans and influences, knowledge and opinions of NITI, and favorite programs and courses of study; (2) current NITI students (N=876), requesting information on interest in further education, programs of interest, and ratings of college programs and services; (3) former students (N=954), requesting information about feelings toward the quality of education they received at NITI, and their plans for continued education; (4) area business people (N=965) and major employers (N=16), asking about contact with NITI, training needs, use of educational attainment as a criterion for advancement and promtion, preferences with respect to time and location of classes, and ratings of NITI programs and services; (5) business/labor professionals serving on NITI program advisory committees (N=327), requesting information about familiarity with NITI, assessment of NITI facilities and services, and the community college question; (6) area householders and taxpayers (N=7,992), requesting information on knowledge and assessment of NITI, attitudes toward the continuance of courses in local communities, and the need for a community college; and (7) current NITI staff (N=204), requesting information on knowledge, program needs, and attitudes toward the possible community college status of NITI. This executive summary highlights major findings from each survey and reviews resulting recommendations. (EJV)
