Assessing the Effects of Grass Roots Drunk Driving Prevention Programs: First Facts. Report from the Drunk Driving Prevention Project.

While drunk driving has become widely recognized as a serious social problem with deadly consequences, no systematic research has been undertaken to identify the principal components of service delivery programs offered by citizen action groups in the drinking and driving movement. Mothers Against Drunk Driving (MADD), founded in 1980, now has a grass roots constituency of some 600,000 members. This study examined the various components of MADD local chapter activity. Interviews at local MADD chapters and discussions with directors at MADD's central office resulted in the development of a survey instrument which was completed by personnel at 212 local MADD chapters. A majority of respondents reported placing heavy emphasis in chapter activities on information dissemination and education. Victim assistance and establishing speakers bureaus were also rated as high priorities. Chapter leaders were predominantly victims of alcohol-related traffic accidents. Very few chapters reported making referrals to professionals for assistance; when they did, lawyers tended to be the referral of choice. MADD chapters appeared to be mostly content with their program emphases. The majority of respondents reported strong legal penalties to be the most effective deterrent to drunk driving; respondents offered little support for rehabilitation as a solution to the drunk driving problem.
