The Fine9 Concept: A New Approach to Evaluation Education and Attitude Adjustment.

Demand for accountability and effective programming by the Ohio Cooperative Extension Service (OCES) led to identification of the need for a set of skills and knowledge for extension faculty related to program development through evaluation. This paper describes the training of OCES field faculty in program evaluation skills to be used within a model used by the OCES Accountability Evaluative System. An integral part of the system is the Evaluation Resource Task Group, initially nine volunteers (the Fine9) especially trained to be resource persons to other OCES personnel. The six-day training program included sessions on data collection and analysis, formative and summative evaluation, interpretation and communication of results, evaluation management, and consultation. Quantitative evaluation of the training was reported in terms of changes in behavior, skills and knowledge, and attitude. Qualitative evaluation of the training indicated a high level of commitment to program evaluation, specific plans for the year, and perceived problems of time availability. Plans were made to continue the program, to add more faculty, and to provide specialty training for each member. (The rating scales used for evaluation are appended). (MDE)
