A Survey of Community College Enrollment Conducted as Part of Fee Impact Study. Second Follow-Up Measure, Spring, 1986.

A three-phase study was conducted in California to assess the impact of a mandatory fee imposed in 1985 on enrollments in the California community colleges as measured by changes in students' ethnicity, income, and academic load, and changes in enrollment in college non-credit education. A benchmark study conducted in spring 1984 prior to the imposition of the fee was followed by post-fee surveys conducted in spring 1985 and 1986. Mailed surveys requested information on students' income, financial dependency, employment status, need for financial assistance, academic load, ethnicity, class level, socio-demographic characteristics, cumulative grade point average, expenditures, reasons for attendance, and future enrollment plans. The study sample included 10,247 students in 1984, 10,691 students in 1985, and 10,474 students in 1986 from 62 colleges in California. Study findings, based on response rates of 69% (1984), 66% (1985), and 62% (1986), included the following: (1) mean personal income was slightly higher in 1986 than in 1985 ($18,900 vs. $18,000), as was mean parents' income ($29,800 vs. $28,500); (2) in 1986, 21% of the respondents were not employed, 38% were employed 40 hours per week or more, and 39% were employed less than 40 hours per week; (3) total enrollment showed a slight increase from 1984 to 1986 in part-time students; (4) the 14% dropout rate in 1986 was significantly lower than the 20% reported in 1984 and slightly lower than the 15% reported in 1985; and (5) on the whole, the ethnic profiles of the 1986 full-time, part-time, and non-credit only students were similar to those obtained in 1984.
