This booklet delineates the educational rights of Texas parents, their handicapped children, and adult handicapped students. Twenty key terms used in the booklet, such as surrogate parent, adult handicapped student, and mediation, are defined in the first section. Rights of parents and students are described in each of the areas covered in the booklet, including: specific notice of meetings, services, and actions; comprehensive individual assessment; independent educational evaluation; Admission, Review, and Dismissal Committee; Individual Educational Plan development; related services; educational placement; extracurricular activities; discipline of handicapped students; graduation; complaint, mediation, and hearing process; and procedures regarding education records. The booklet also includes information on agencies providing low-cost or free assistance and information to parents, and an explanation and chart presentation of the child-centered process used in Texas public schools.
