The Ontario Student Record and the Record-Keeping Ramifications of Bill 82.

This report presents results of research conducted in 1982 on the management of student information in Ontario. Amendments in 1982 to the Education Act, referred to as "Bill 82," mandated maintenance of student information and documentation of certain decision-making processes. The study examines the bill's legal implications and analyzes practices based on data gathered from 18 school systems. Following a summary of recommendations, chapter 1 presents a history of the Ontario Student Record and a statement of study procedure. Chapter 2 provides a study framework based on literature analysis of student information systems and educational theory. Management characteristics of an information system are modeled. Chapter 3 focuses on information needs of personnel. Models illustrate decision making about students and outline information flow. Chapter 4 discusses the legal basis of the student information system and effects of recent legislative amendments. Chapter 5 evaluates legislative provision for legal-ethical considerations. Chapter 6 details study methodology, including statistical data gathered through interviews, questionnaires, and records. Data are presented in tables. Chapter 7 summarizes current needs of student information systems as gathered from questionnaires and records. Chapter 8 offers a model of a student information system. A five-page list of references is provided, as well as four appendices which offer the questionnaires and interview schedules used in the project. (CJH)
