In response to the ultimate goal of teaching Maryland students to recognize, relate, assimilate, and apply character and citizenship values, the Maryland Commission Report defines, examines, and recommends suggested objectives to improve and guide the values education program in Maryland. Chapter 1 discusses the role of the principal and offers specific recommendations dealing with the selection, inservice training, evaluation, support, incentives for, and involuntary termination of the services of principals. Chapter 2 considers the role of the teacher in citizenship and values education, including selection, preservice, and inservice. Chapter 3 examines the fostering of values by school counselors and how their effectiveness might be improved. Chapter 4 discusses other-agency cooperation, discipline, and disruptive behavior. Chapter 5 discusses methods that will encourage parental participation in the life of the school community. Chapter 6 presents the relationship between values education and curriculum. Eleven appendices and an executive summary are also included. (TRS)
