The guidelines center on education and foster care of children with AIDS (Acquired Immune Deficiency Syndrome). Background information touches on the scope of the problem, legal issues involved, and confidentiality issues. Discussion of risks examines the risk of transmission in the school, day care, or foster setting and notes that casual contact among school children appears to pose no risk, although studies are very limited concerning younger children and neurologically handicapped children who lack control of their body secretions. Risks for children with the disease are also considered. A series of 11 recommendations are made, including the following observations: (1) that for most infected school-age children, benefits of an unrestricted setting would outweigh both the risks of their acquiring potentially harmful infections in the setting and the apparent nonexistent risk of transmitting AIDS; and (2) that for infected preschoolers and some neurologically handicapped children who lack control of their body secretions or who display behavior such as biting and who have uncoverable lesions, a more restricted environment is advisable until more is known about transmission in those settings.
