This document contains transcripts of witness testimony and prepared statements from the Congressional hearing called to review the need for a national health care policy for long-term care. Opening statements are presented from committee chairman Claude Pepper and from Representatives Sala Burton and Barbara Boxer. Testmonies are presented from representatives of the state of California including the lieutenant governor, the chairwoman, Assembly Committee on Aging and Long-Term Care, and the chairman, Senate Subcommittee on Aging; and from representatives of San Francisco city and county agencies. Additional testimony is provided from three panels of witnesses: panel one includes Alzheimer's patients and caregivers, pediatric home-care recipients and caregivers, and representatives of home health service agencies and support groups; panel two includes representatives from the University of California Department of Family and Community Medicine and Aging Health Policy Center, the president of On Lok Senior Health Services, and the editor of a journal related to long-term and home health care; panel three includes a supervisor and a former supervisor of in-home health service agencies. The focus of the hearing is the federal role in structuring a comprehensive continuum of care to address preventative, acute, and chronic health care needs.
