State of Washington Migrant Education Secondary Credit Exchange Program.

The Washington Secondary Credit Exchange Program allows grade 7-12 migrant students to complete work toward graduation and/or to enhance basic skills during late afternoon or evening classes as they follow the crops from state to state with their families. A Spring Model allows students entering late in the year to complete courses already begun in homebase schools in other states. The Summer Model permits students to make up credits needed for homebase graduation. Inter- and intrastate recruiting of students and securing of transcripts begins in March to permit local school scheduling and staffing using a 1:12 teacher-student ratio. Local districts and high schools operate all courses and transfer credits via Washington State Migrant Student Record and/or local transcripts. Follow-up during the fall assures that students receive proper homebase credits. Developed in 1970, the program is now funded through the Title I Migrant Program and has expanded beyond Washington and Texas to assist school districts in other states.
