The manual supplements "English as a Second Language Program: A Support System for the Basal Readers," an oral language guide that is a compilation of objectives and activities that use a sequential and systematic approach to develop language skills and concepts. Designed to help teachers and other instructional personnel in the implementation of the program, the manual contains essays on and definitions of four language components: sounds, words, sentence structure, and comprehension. For each component, the essays are divided into four sections. First, they describe how to use the guide, giving the number of objectives in the component and the skills and concepts to be taught. Second, the essays give a step-by-step explanation of how the objectives are developed for the component. Third, the essays describe supplementary materials for the component. Fourth, the essays suggest activities for the skills to be taught. The appendices include a taxonomy of instructional activities and a list of verbs that can be used to effect various skills. (SB)
