Equal Education Opportunity Program Clientele: Characteristic, Needs, and Interest. Occasional Paper No. 1.

Characteristics of 521 Mansfield State College students participating in Pennsylvania's Equal Education Opportunity Program were studied during 1978-1982. The program, which was enacted by Act 101 in 1971, is designed to provide opportunities to educationally and economically disadvantaged populations. Findings include the following: 79 percent of the student participants were 18 to 21 years old; 93 percent were single; 54 percent reported the yearly income of their parents to be $6,100 and below; although there were no preferred major fields of study, most of the students were majoring in the social sciences, education, business, or had not declared a major; 52 percent participated in the Basic Education Opportunity Grant and the Pennsylvania Higher Education Assistance Agency Grants programs; 65 percent participated in academic, personal, career, and financial aid counseling; the retention rate for the program was 65 percent; reasons for program attrition included graduation, dismissal for academic reasons, withdrawal for personal reasons, and transfer. A chart illustrating the program organizational structure is appended, along with information on the responsibilities of the following program personnel: director, counselor, reading specialist/tutorial coordinator, peer counselor, and tutor.
