Adult Basic Education Learning Center 310 Project. Evaluation Report, July 1980-June 1981.

The 310 project is an educational research and demonstration program with learning centers located in five Missouri correctional institutions. These are the Missouri State Penitentiary, the Missouri Intermediate Reformatory, the Missouri Training Center for Men, the Central Missouri Correctional Center, and the Ozark Correctional Center. Manned by a staff of eight teachers, these centers served 896 inmates with more than 12 hours of instruction in 1981. The program focused on low functioning and handicapped adults and vocational curricula. Included in the project were the following key components: a 0-6 grade reading program that used an inmate tutor approach, night school programs, cooperation with private and nonprofit outside agencies, emphasis on techniques that encouraged students to remain in the educational system, and a follow-up system to keep inmates in the educational system when transferred from one institution to another. While the project's basic mission was to serve inmates with less than an eighth grade education, the night programs emphasized a grade 9-12 level of education.
