Entitlement Implementation: The First Year's Experience. Innovative Approaches. Youth Knowledge Development Report 11.1.

A study focused on the implementation of the Youth Incentive Entitlement Pilot Projects (YIEPP) in its initial period through September 1978. Program operations at 17 sites--Baltimore, Boston, Cincinnati, Denver, Detroit, King and Snohomish Counties (Washington), Mississippi, Alachua County (Florida), Albuquerque, Berkeley, Dayton, Hillsborough County (New Hampshire), Monterey County (California), New York, Philadelphia, Steuben County (New York) and Syracuse--were examined with respect to program participation, job development, schooling, and program cost. The study revealed that the nation's first guarantee job program was implemented on a large scale, quickly, though not without a great deal of stress and strain. There were obvious difficulties in implementation, some caused by the unique features of YIEPP, others by the difficulties of coordinating so many independent agencies. Yet, the model was generally preserved though the provision of all its services was delayed at many of the sites. While many issues remain to be addressed in the longer term, the preliminary judgment is that entitlement is feasible in reaching and employing large numbers of eligibles.
