Research Personnel: An Essay on Policy.

The national need for an ample pool of research scientists is considered. Research in universities and in the federally funded research facilities is described, and the importance of the research these institutions do and the interweaving of research and instruction in universities are noted. Some manpower projections are included and questions are posed about the prospects for universities and the facilities, about their ability to make more appointments on their staffs, to divide responsibilities in research, and to work together. Thirteen questions are submitted for discussion and resolution by the government and the universities, and by other concerned groups. The discussion of this topic is based on a literature review and meetings with selected officials from business, government, and the universities. Appended materials include a list of federally funded research and development centers administered by universities, a list of information sources, and a bibliography. (SW)
