Implementing the Education for All Handicapped Children Act, P.L. 94-142, in Youth Corrections Facilities: Selected Issues.

In addition to analyzing the basic policy issues inherent in the provision of special education and related services to handicapped and adjudicated youth, the paper is written to assist corrections personnel in understanding and implementing selected provisions of P.L. 94-142 (the Education for All Handicapped Children Act), to develop policy alternatives to enable correctional agencies to identify handicapped juveniles and provide them with an appropriate education, and to assist both correction and education agencies to cooperatively plan and deliver appropriate special education to handicapped adjudicated youth. Initial sections address the historical developments of P.L. 94-142, definition of the adjudicated handicapped youth population, educational and correctional agency responsibility, and current status of special education services. Specific aspects of P.L. 94-142 are examined: the individualized education program, least restrictive environment, procedural safeguards/parent participation, personnel needs and inservice training, funding/resources, timelines, and interagency cooperation. A final section contains charts composed of policy or written guidelines for decision making and corresponding program decision options (or practices which would comply with the policy and pinpoint any discrepancy between policy and existing services). It is pointed out that the policies in the charts may be used as a brief checklist for assessing current compliance. (SBH)
