The document presents the first of six modules resulting from a 3 year project to develop and test competency based programs for camp personnel serving the physically handicapped. The module is divided into three units--philosophy, goals, and objectives of camping; types of camp programs; and general camp practices. An introductory section gives an explanation of competency based instruction, a description of a module, and an overview of the camp director training program. Each module unit contains a content outline, performance objectives, and a list of related readings. Pre- and posttests are also given, as well as a glossary of terms. It is explained that the competency based instructional format allows the reader to work through the module at his own pace, to test out of the instructional units, and to choose which learning activities to complete.
