The presentations comprising this report examine the approaches that representatives of small and rural community colleges have used in creating and maintaining positive working relationships with state legislative bodies. After introductory remarks by Herbert E. Phillips, Milton O. Jones discusses the fiscal constraints at small colleges that necessitate the involvement of the president in the lobbying process. He then identifies six ground rules which, based upon his experiences with the Florida Legislature, facilitate effective college/legislature relations: (1) knowing legislators personally; (2) knowing and working with individual members of the state educational bureaucracy; (3) working through legislative aides; (4) concentrating on a few major issues; (5) developing alternative fallback positions if legislative compromise becomes necessary; and (6) coordinating all community college lobbying efforts through a single legislative committee. In a second paper, Ed Walbourne describes the organization of the Kansas Association of Community Colleges (KACC) and its efforts to develop a common legislative program for the state's community colleges and to form a block of legislators representing the community college districts. He underscores the influential position of college trustees, recommends awareness of current legislation and its progress, and describes KACC activities. (JP)
