Shifts in Student Enrollments and Their Effects on the Institutional Management of Gateway Technical Institute.

A study was undertaken at Gateway Technical Institute (GTI) to determine the perceptions of GTI faculty and staff and of members of the local business and industrial community with regard to how GTI could best utilize its resources in the face of declining enrollments. The study involved a survey of the 215 full-time faculty and staff of GTI and another survey of a stratified sample of 100 area businesses and industries with more than 50 employees. Faculty and staff were asked to supply information about their sex, age, department, years of teaching experience, degrees, participation in professional development, and the programs which they felt should be eliminated. Additionally, they were asked to indicate their degree of agreement with 12 statements about ways of maintaining the quality of educational programs and to rank the importance of five ways to deal with declining enrollments. The business and industry survey solicited information on firm activities, number of employees, company training efforts, other sources of in-service employee training, and the ways GTI could improve their training programs. The study report analyzes the survey findings and presents summary conclusions and recommendations. A review of the literature concerning shifting or declining enrollments is provided, as well as the questionnaires and a bibliography. (JP)
