This document presents reports on the major components of the Pennsylvania Comprehensive Reading/Communication Arts Plan devised to provide literacy instruction at all educational levels in Philadelphia. Marjorie Farmer presents an overview of the program, and Peggy Glover reports on services provided at the Free Library of Philadelphia, including the provision of easy reading literature, specially trained librarians, adult education specialists, adult basic education and GED classes, counseling services, and adult learning centers. Marguerite M. Farley describes a program using television, including broadcast and videocassette instruction, a language arts/reading program using commercial broadcasts, and the use of radio and television to foster intergenerational discussion. Joan B. Myers discusses such formal and informal school library programs as training in library use for grades K-12, a program for parents to read to children, a dial-a-teacher homework assistance program for parents, and a readers' marathon.
