As mandated by the Michigan Department of Education (MDE), Schoolcraft Community College and the 12 high schools in its service district developed and implemented, in a three-phase project, an administrative agreement for formal articulation between secondary and college vocational education programs. The "Mobilization" phase involved: (1) securing the commitment of area school superintendents; (2) obtaining funding from the MDE; (3) forming an articulation council to develop the agreement; (4) conducting orientation sessions to promote the involvement of high school administrators and vocational education teachers. During the "Implementation" phase, curriculum materials, based on the major duties and specific job tasks in 11 occupational areas, were developed and field-tested. Job task lists, enumerating from the simplest to the most complex components of a job, were matched against skills taught at the high school and college levels. Additionally, official forms were developed to record students' progress in relation to this hierarchy of skills and to determine if college credit could be granted for high school courses. The "Institutionalization" phase involved the formal adoption of the articulation agreement and the provision for its governance by an administrative council. The report analyzes the benefits of the agreement and contains sample forms, the automechanics task list, and a copy of the articulation agreement. (JP)
