Volume II of a study of program management procedures in the campus-based and Basic Educational Opportunity Grant (BEOG) programs examines the overall pattern of program funding levels, the distribution of these funds to students and institutions, as well as variations in student participation in postsecondary education and loan-work burdens in relation to the changes of funding levels. Chapters discuss the following: the direction and magnitude of changes in funding levels; the pattern of funds distribution to institutions; student participation; the amount of students' loan-work burden in relation to the change in funding levels; and the ratios of work-to-loan dollar value in relation to the change in funding levels. Tables and illustrations represent areas such as the funding history of the BEOG program, percentage distribution of funds and recipients; higher education enrollment; average award per recipient; percentage of students receiving various aid; and a trend analysis for each program. Several highlights of the study are cited: the funding levels for all programs have increased during recent years; two-year institutions show increase in enrollment yet not in their share of financial aid funds; the average award per recipient has increased; the goal of the Basic Grant and campus-based programs is the removal of financial barriers to needy students; proportionately more women received aid under the programs; and without the aid programs, college enrollment would be affected.
