The Council of the European Economic Community (EEC) developed a plan to increase student mobility in higher education across national borders. The plan is characterized by efforts at common policy in such matters as admission, credit transfer and equivalence, a student handbook on opportunities, and a plan for grants for short study visits in other countries in the EEC. Emphasis is on student mobility at the undergraduate level. The aims of the program are related to student employment potential, the expansion of knowledge, and European cooperation and integration, as well as expansion of educational opportunities. The programs are outlined individually. Problems were found in six areas: academic, administrative (including numerical limitations), social adjustment to new cultures, linguistic, motivation, and financial. The programs are felt to have been successful, and with some improvements are seen to have potential for future development. Appended are a list of references, bibliography, summary of supported projects in 1976-77, a list of project directors for the same year, samples of resulting interinstitutional agreements, and grants for the development of joint programs.
