Special Education Competencies for Teachers Project: A Staff Development Program. Final Report FY 79.

The final report on the third year of a 5 year program to investigate performance based certification procedures for special education teachers and to assess teacher competency is presented. Nineteen competency areas were identified and modules to train teachers in each of the competencies were developed. A study of 56 special education teachers was undertaken to assess the effectiveness of the modules. The teachers were divided into two groups and both groups were given a competency assessment instrument. One group received the modules; one group served as a control. Half of each group was told the results of the ratings. Findings of the study indicated that knowledge of ratings made no difference. In every case the group which took training did better during the second assessment than the control group. A workshop evaluation of the modules, data on scores, and participant evaluation are among tables included in the appendix. The assessment instrument is also appended. (PHR)
